It is pretty unusual to see Tootsie as a given name! When I researched my family history, I came across several women named Mary Polly and Sarah Sally. There was nothing to indicate that Polly was a nn for Mary or Sally for Sarah (no quotes, no parentheses, etc.) although I'm pretty sure they were. I'm wondering the same about Hannah "Tootsie" although you say there were legal documents listing Tootsie as one of the names. Very unusual ...
