Luke:
1. Luke has been in the Top 50 (in the US) for the last 15 years. I think it's similarly popular in most other English-speaking countries. That said, I wouldn't compare Luke with Addison...it would make more sense to me to compare it to something like Adam.
2. I don't like Lucas either, and I've never thought of Luke as a nickname. They're just different versions of a Greek name: Lucas is the Latin version while Luke is the English version (so, yes, I think it can stand on its own).
Lucy Kate:

2. I think Lucy can stand on it's own, but I like several longer Luc- names, too. You should go with whatever you prefer.
3. I don't like Kate much as a middle name, especially for Lucy...but Louisa Kate sounds better imo.
