I've been looking at dogs in shelters recently, and they are very popular for dogs. Ruby and Lily sound like a lovely pair :) (don't be offended; I have a lot of respect for dogs and would certainly name a child (were I to have one, which is very unlikely) after my first dog Max).
So... on hoomins... they're both quite popular and a bit boring. Sometimes, that is what people are looking for in a name. Something that doesn't make the kid standout, won't sound stupid when they're older and everyone can pronounce it. The downside, is you might find several Ruby's and Lily's in one class at school - not a massive problem. I don't think either of them are particularly dated or likely to become dated. So basically good, solid names. If there were any slight leaning, Lily is probably a bit 'safer'.
Personal opinion - I think they're boring and overused and have lost their charm. Pairing Lily with Anne as somebody suggested - Lily-Anne, Lilianne, or even Liliana, is lovely.
