I think Tobias is a great name. It's strong, masculine and handsome and I love the meaning.
The few times I've seen it used for characters in books or TV, Tobias is pretty much always the unsympathetic, villain type (an impoverished/addicted/mentally ill/bigoted/abusive white guy), so I tend to assume a lot of people have a negative impression of it.
Personally, I like it; to me it sounds warm and friendly, and I agree with the Kimya Dawson lyric: "I never met a Toby that I didn't like".
So, although I think it's got a bad rep, IMO it's still a down-to-earth-yet-sweet sounding name that I wouldn't mind seeing more often in real life.

Overbearingly archaic and stuffy. nn Toby, a dogname. The word bias in it. I dislike it.
I like it. I think it sounds quirky, but strong.
Hubby says it reminds him of Tobias Funke from Arrested Development, though.
