If you name someone Tamara, you can call her Tammy. If you name someone Tammy, you can't call her Tamara. So naming her Tamara makes sense and gives more options.

The answer to this is contextual.
Since Tammy could be a nickname for Tamara, I would normally suggest going with the full Tamara myself. However, I am not a fan of Tamara as a name (it doesn't seem to fit the culture of my family, or my tastes) - so I like Tammy better of the two.

Tamara is more sophisticated and ages well. Tammy sounds too nick namey and childlike.
Tamara, definitely. tammy is extremely 1960s, and has a babyish quality; like Chrissy or Susie.

Tamara. There are few things in the name world that I hate more than a nickname put on a birth certificate. Tamara sounds so much better on a resume or job application and as a name for a professional or the first female President than Tammy does. And if she can go by Tammy among friends and family, why not give her the more dignified option?
