Neither... I'd pronounce it key-ARH-rah. It's one of the only C names that I prefer with a K, I think Kiara solidifies the pronunciation that I want and I think it looks nicer too.
I went to school with a girl called Kiera or Keira (I can't remember) and she pronounced it KEER-ah but some of the teachers sometimes said it key-ARH-rah.
I also know a girl of about 10/11 who is called Ceara and she pronounces it KEER-ah.
I'm from England, and in my opinion if you want a name to be pronounced KEER-ah, I would expect the Kiera or Keira spelling, while if key-ARH-ah is what you're looking for I'd be looking for Kiara.
