Ok, all the sudden I'm on an Anne kick. WDYT of Anne as a first name? (I'd use Annie as a nn)
It just seems refreshing after all the names that end in -a (Sophia, Olivia, Emma, Isabella, Mia, Ava, etc.).
As for middle names:
Anne Louisa / Anne Louise (which?)
Anne Genevieve
Anne Charlotte (I don't even like Charlotte that much, but it works so well with Anne)
Anne Elizabeth
Anne Virginia
Anne Cecilia
Anne Rebecca (I'm kind of in love with this)
Anne Theodora
Also, if you met sisters named Anne and Jane, would you think it was ridiculously plain? What about Annie and Jane?

I know sisters named Anne and Jane! And I like it. Beautiful, understated, no-nonsense.

Anne Genevieve - Too far apart. Anne Jennifer would be less odd, though still not good.
Anne Charlotte - I heartily dislike Charlotte! Anne Caroline? Anne Carlotta?
Anne Elizabeth - Since my daughter is Beatrice Elizabeth Anne, I naturally love this!
Anne Virginia - Sounds really good.
Anne Cecilia - I'd prefer Anne Cecile, though it might depend on the rhythm of the ln.
Anne Rebecca - Totally gorgeous. Sunnybrook Farm meets Green Gables!

I like Anne and think it's very pretty. I'm with Anne of Green Gables that the e is important.
However, Anne is hard to match up with middle names. Anne Louise is about the best from your list, and I actually work with an Anne whose middle name is Louise. No, wait, she's Ann. I think.
Anyway, Anne Marie is still the best combo.
I like the name Rebecca, but Rebecca Anne seems much better than the reverse.
Hate the nn Annie, it's so Dust Bowl and bedraggled; Annie with her frizzy hair and wrinkled gingham dress and dirty bare feet.
I really hate Jane too and it screams plain all by itself; Anne and Jane is a very dull sibset, all they need is a Mary. Jane just spreads its dullness onto other names. Annie and Jane is no better.

Anne Rebecca is a nice combo.
I favor Anna over Anne, but Anne is alright. Feels a little truncated to me, I guess.
Anne Louise is better than Anne Louisa but it depends on the surname.
I think Anne Charlotte, Anne Cecilia, and Anne Theodora run together strangely. Ansh, Ance, Anth.
Anne Virginia is nice.

Anne Julia also could sound good with a surname IMO.

My mother-in-law's name is Anny. She's a native of Belgium, though she hasn't seen Belgium in over sixty years. From what she tells me, Anny in Belgium is pronounced with the first syllable sounding like the first syllable in Ronald. However, Americans pronounce Anny so it sounds just like Annie and that's what she's been stuck with for over sixty years. I guess that's just a negative consequence of emigrating to The United States that she didn't foresee, lol.

I love Anne! Annemarie was one of Meg's "back-up names." I love Nan nicknames for it, though. I agree that it's very refreshing amongst all the flowery -a endings of things. Anna, blech. Anne, very nice. :)

I just hate the name Anne. Hate hate hate. One of the reasons I hate it is because of how generic it is, the same as Mary and Jane. I dislike both Mary and Jane because of how generic they are. But I don't just dislike Anne, I hate it. This is because, while Mary and Jane are generic, and this makes me dislike them, they don't sound bad. Anne is worse, though, because in addition to how generic it is, I also hate the way it sounds. I find nothing at all attractive or pleasing about the way that Anne sounds. This pushes it past Mary and Jane and the "dislike" category into the "hate" category.
What would I think if I met sisters named Anne and Jane? I'd think that their parents missed two splendid opportunities to choose beautiful and interesting and distinctive names for their daughters, names that say something.

It's my mother's name, only she spells it Ann. I think it's okay. It has a certain attitude that Anna doesn't.
I like Anne Cecilia and Anne Louise. Anne Frances is something I just thought of, and I like that, too.
I wouldn't think a sibset of Anne and Jane were too plain. Among the sea of Kayleighs, Madisyns, and McKaitlynns, Anne and Jane would be refreshingly simple, not boring.

I love Anne, and Jane, and I wouldn't find sisters named Anne and Jane plain at all. I'd find them beautiful and refreshing, among a sea of girls named Isabella, Emily, Sophia etc.
Of the combos you listed, they're all nice, as I like the simplicity of Anne to be balanced out by a longer name.
My particular favorites are:

Anne Elizabeth - it's a classic combination, it never fails
Anne Cecilia - I love the sound and flow
