No-elle and no-well sound the same to me? I don't emphasize the W, but it does appear - I don't break the name up into two sounds. I run the vowels together. It doesn't rhyme with "oh, well" ... it has the same sound as if I say "there's no elevator"

1. No-Elle and no-well sound the same in my accent. A w sound appears in between the No and the Elle even if I try not to say it.
2. I say it more like Eph-rum.
3. I say kee-ar-a. I know one Ciara who pronounces it Sierra, but that's sort of a nickname. Her parents named her kee-ar-a but her grandma always called her Sarah for so
reason, so she hybridized it into Sierra. I don't think it would nory make sense today Ciara that way though (I was confused be her name until I heard the story behind it).
My second pronunciation for Ciara would be keer-a.

2. sorry, but, ew, neither. eh-free-eem, or something like that. Maybe like eh-free-im, not sure. I don't care if it's the correct pron. or not, it's the only one I think is anything short of hideous, and the only one I've used and liked.
3. keer-a. I don't accept the latter as a genuine pron. If you want that, use Siara, Siera, Ceara or whatever. Ciara is an Irish name and not said like that. Ciar is not see-ar, and Ciaran is not see-ar-an/seer-an, so there's only one logical pron. of Ciara for me.
4. lu-chee-ah or lu-tse-ah, I've only ever heard Lucia said one of those two ways. I think they're both kind of nice. I don't like Lu-see-uh and lu-sha is awful, so, I have to pick a third choice once again.

Noelle: I'm not sure of the distinction you draw here. You can't help but make a w sound when you say Noelle, or at least it doesn't seem so to me.
Ephraim: I guess Eff-rum. But I've never had the need to say this.
Ciara: I know that to be true to the Irish origin of the name you should say Kira, but it's most often pronounced Sierra here. I even once heard somebody say it See-Ahr-a.
Lucia: Loo-see-a. I only even consider Loosha because somebody I worked with years ago went to St. Lucia on their honeymoon and said it St. Loosha.
