I love this name! But then I have a fondness for a lot of Indian names. x) Priya is both lovely in appearance, sound, and meaning. I wouldn't say this for maybe most Indian names, but Priya is one of the few that I think might actually work on a non-Indian girl.

I wouldn't use it because it does seem to specifically Indian for me to use myself, a Caucasian North-American from a not extremely diverse area. That being said, I think it's a beautiful name.

I have a friend called Priyala and we often call her Priya. She's nice, in a bossy kind of way, and half Indian. I think it's a lovely name, and I don't think you need to be Indian to use it any more than I think all Niamhs and Aislinns should be Irish ;)

I think Priya is pretty (haha!). I wouldn't use it myself, but there are other Indian names I like that I'd consider like the similar sounding Divya and, especially, Deva. I don't know that it's racially-specific though I think it would get more than few second-glances if only cause it's not really often used outside of India/Indian families. But I don't think that should be a reason not use a name.

I think it's really pretty but I wouldn't use it. It's one of those ones that I like on other kids. It doesn't suit being my child. I'm not too sure about your last question. I don't think anyone would be offended by it but if it comes down to suiting your child then go for it.
