I think Clare for her sister. It matches well because it ends in an 'e', but doesn't have the matchy-matchy feel of two names with four letters. And I love Clare :)

For middle names I would consider using longer names I love that might not work well as first names in an English speaking country. Say, Rose Hildegard and Clare Iolanta.
