My beliefs on that

I'm a huge Luna fan. I think people liked her because she was so different. She cast a special light on the HP crew. She spoke the plain truth in a world where everything was secretive and when Harry could only learn things when it was the perfect timing for Dumbledore (and plot's sake). She had a thought and she said it versus the millions of other characters who kept everything inside until it was appropriate to say.
She marched to her own drum and I think almost everyone, if not just a lot of people, consider themselves weird. And they like the underdog. So here was a girl who was clearly weird and clearly the underdog so people just latched on. Plus, she was entertaining! At least, to me. :)

See, her weirdness was too forced to me. I did like the character, but I didn't love her. I hear a lot of people say Harry should have ended up with her at the end, but how would that have worked? Luna was nice, but she and Harry wouldn't have had ANYTHING to talk about. YMMV.

I'm trying to think back when I first read the books. I think her first appearance was the 5th one so I probably read that when it first came out. I.... honestly cannot remember my initial reaction to her. I know I liked her but I don't know how much. Probably a lot as I like quirk.
Too forced, eh? I could actually see that. And, really, upon my rereading of the book I think I prefer Movie Luna to Book Luna. Which is rare since, while I love and own all the movies, they are seriously lacking.
But I'm one of those people who think Harry should have ended up with her (but I'm no "shipper") simply because I hated Ginny. She was such a Mary Sue. "Ginny did this and everyone laughed." "Ginny did this and it was amazing." "Ginny did this and was fantastic at it." "Ginny did this and it was spunky and great and everyone's in love with Ginny because she's the perfect embodiment of a good girlfriend" Blah blah Ginny.

I read something excellent on Ginny
She's a Mary Sue because the books are through "Harry Vision" and so as soon as Harry notices her, it's all "omg ginny is perfect"

I like Ginny. Guess I'm in the other camp.
