Arbor
I was reading a magazine and the author was writing about her daughter, Isadora and her daughters friend, Arbor.
I think I like Harbor better than Arbor but both seem a little too over the top for a first name...thoughts?

I don't like it. I love the arbor my parents have, which is a structure for their climbing plants. That's all it could ever be for me.
Similarly, Harbor does very little for me as well. It's NMS.
Isadora also is NMS, but of the three, I like it best.

I kinda like it. I think it works for a boy or girl.
Both Arbor and Harbor sound more masculine then feminine to me. Harbor strikes me as odd as a first name. Arbor seems less so. I kind of like Arbor, but it's not something I would use myself.
The moment I saw Arbor, I thought of Ann Arbor. As I don't know the city (just remembered the name somehow), I'm neutral about the association.
With that said, I feel both Arbor and Harbor aren't the prettiest name for a girl. The -or ending makes it too masculine, so I feel these names are better suited for boys.
