I like Max as a nn for a girl so Maxine is a good way to do it but if you don't like it, it's two syllables so people won't be tempted to automatically shorten it like I feel with longer names. As long as you introduce her as Maxine and she does, probably rarely hear it.

I think it's too associated with her:

I like it, but I only like it because I love the nickname Maxie. I think it's a good strong name that hasn't been used for a while

I think it's elegant and cheerful. The only cloud on its horizon is the possibility of Maxi as a nn, especially if she's a big girl.

I love Maxine! Those nicknames are definitely avoidable if you want them to be.
