I find it dated to the 80s and 90s big time. It's very common where I live.

The spelling Haley looks neatest to me, probably because it's the original surname spelling.

hmm no, that would be Hayley - it's the original. We had a discussion about this months ago and someone found out that Hayley was first used in England where it comes from, and not Haley. I only know one person with it as her surname and it's Hayley.
