I've known an Allyona (Alyona) and an Alastriona who used Ally as a nickname. I like Alastriona in particular, but they are both nice names that aren't common at all. If they're too cultural for you, I suppose you can also use Ally for Alice if that kind of name floats your boat.
No new ideas for Penny, Charlie, or Jessie, but I think Penelope, Charlotte, and Jessamine are the best full names for those diminutives. I like Aspen but it would be confusing as a full name for Penny.
I prefer word names without an added e on the end. So Brook, Rain, and Sky.
