Ladies:
Janet Libra - Libra! I quite like it as a middle name.
Jinni - this is very interesting! I've just come across a Jinni (this spelling too!) at work and it just seemed very unusual to me.
Mercia - I wonder how it is pronounced. MER-see-a or mer-SEE-a or maybe MER-sha.
Mary Alene - pretty name
Gentlemen:
Peder Royal - love this combo! I quite like Peder but it's very Danish in my opinion.
Quin - like it a lot, prefer Quinn
ValJean Marion - interesting!
Dolor Napoleon - adore Napoleon. It's a GP of mine. Dolor is terrible.
Francis Marion - aw! I love this combo!
Louis Earl - nice

The interesting thing about Janet Libra is that she was listed as one of the deceased's mother (I can't remember which obit. it was in), so she would have been born probably sometime in either the late 1800s or the early 1900s, and I wouldn't think that they would use Libra all the way back then, but there it is.
I do agree, though, Dolor is terrible. If you are going to give your child a word for a name, why would you pick one that has such an unpleasant meaning. It's like naming your child depression or something.
