I think it's cute and energetic. On a dog I'd like it as a full name, but on a human I'd only like it as a nickname.
Pippin, Peregrin, Philo, Piper (but maybe too girly?), Philippe?
I also ilke Pip on a girl (as a nn for Philippa, Piper, etc). It's cute on a girl too and has a lot more bouncy energy than Pippa.
