There's a Farah in my son's kindergarten class, a real firecracker! She's no more Arabic than Farrah Fawcett, and I think it can be used on a child from any background. I don't have a strong preference for either spelling, but I'd probably opt for the simpler, cleaner-looking Farah.
I don't really like Farah/Farrah and Jacqueline as sisters. They feel really different to me.
