It's too short for me, so it sounds incomplete. It makes more sense as a nickname, perhaps for Bailey.
To be honest I thought Bay would be a boys name, and I also think Bailey is a boys name so I can't see it working on a girl.

To me it's just a nature name, like Sky or River. I dislike Bailey, I don't know why. Maybe Bay would make a good middle name.
