1. I think if you start using a certain nn, then it will catch on and other people will use it too. For the record, I prefer Rosa rather than Rose as a nn for Rosalie.
2. I personally don't think it appears arrogant to use a parents name for a child. There's nothing wrong with it in my opinion. I also wouldn't worry about people thinking you used the name for that reason, if they do they do, if they don't they don't.
3. I'm not a Twilight fan and I think if you love the name, then use it.
