I love Clementine. I think it's becoming a bit trendy, but whatevs. I think it suits a sister Gabriella just fine.
I think simple, old-fahsioned names would suit Clementine, like
Clementine Pearl
Clementine Louise
Clementine Alice
Clementine Sarah
Clementine Lily

I don't really like Clementine very much. I feel like Clem could be an automatic nickname and it's too close to phlegm soundwise for my tastes. I can also only think of the fruit. That said, the overall sound is nice enough when put together. Clementine and Gabriella would also make a very sweet sister set.
Clementine is a gorgeous name, but I don't think it goes with Gabriella. Gabriella is more exotic and frilly, while Clementine is quite English and proper / together- if that makes sense.
I love Clementine! However, I don't think it works very well with Gabriella. Gabriella has a very different vibe to me. Clementine is fun, quirky, and old-fashioned, whereas Gabriella is frilly and regal.
I agree with the poster below that a name like Penelope would work well with Clementine. Something sort of classic but still quirky.

I really like it, but I'm not feeling it with Gabriella. Gabriella's too popular. I think a Clementine and a Penelope as sisters would be really sweet. As for MNs, I like Clementine Jane, or Clementine Beatrix. Short and sweet, to go with a longer, but equally as sweet, FN.
I think it's lovely, very friendly. It goes well with Gabriella, even if it is a little less common.
