I love Rowena when it's pronounced ro-WEN-ə. I'm not too keen on the more typical pronunciation, ro-EE-nə, however. I don't think that someone named Rowena (ro-WEN-ə) would be teased because of her name, but the "wee" part of Rowena (ro-EE-nə) might result in a bit of teasing. Kids might call her "wee wee" or "wiener", but once people grew up, it would be less of an issue.
I didn't know that there was a Harry Potter character named Rowena. I'm not a Harry Potter fan, so I'm out of the loop in that regard, but I'd say it's safe to use, especially if it's a minor character. The name was around long before the books and movies, so it's not like that's the only place Rowena can be found.
