I know someone named Norman! I think he's in his 30's. I don't mind the name. Maybe Norman Milo, Norman Rex, Norman Carl?
Of your girl names, I agree Phaedra is a litttle mismatched with Norman, but I feel Scarlett is old-fashioned enough to go with Norman.
And while you didn't mention it, perhaps thinking of brother names for Norman would be fun too, and possibly necessary down the road:
