I can't see it working on a girl, myself. There was a large family living near mine when I was growing up, and the eldest brother was Declan. So I just think of it as a man-name, sort of similar to Brendan. It's not really my style, but I think it's decent, and fashionable in a similar way to the way that names like Brian, Dylan, and Brendan have been in the past. Those don't work on a girl, either, IMO. I don't think a "lynn"-like ending makes a name seem "enough like a girl name" to use for a girl. It needs something more than that, to seem female-suitable, to me.
