Julian isn't the most masculine sounding name out there, but I wouldn't say that it's too effeminate. I guess I'd say that it's basically unisex sounding, but not too girly. Julius and Jules are familiar names for boys, Julia and Juliana are familiar for girls, and there are common names for boys and girls that both end in -ian, so it doesn't strike me as strongly one gender or the other even though I wouldn't recommend using Julian for a girl. When I see the name Julian, I assume that the bearer of the name is male because it's used almost exclusively for boys.Peter and Julian could work for brothers, but they don't seem like they're the same style to me. Sibling names don't have to necessarily be the same style though.
