They are very proper ... They're definitely English and I'm more used to Scottish announcements, but did those come from the Telegraph by any chance? It's got quite an upper-class readership, and I've noticed the names in their BA's are very ostentatious, far more than the average British child's :-)

Yes i agree they are not normal British names they are very upper class name. Most brits names are not that proper an ostentatious, they do seem to be the sort that would be in the Telegraph
