I actually knew an Octavia. She was a 6' tall African American woman who was a friend of my mother's. She was a very loud, opinionated person, so I associate the name with someone who exhibits those qualities. :)

ETA: I forgot, I knew another Octavia in middle school, only she went by Tavia. She was blonde, blue-eyed, and a little bossy. Another Octavia with a dominant personality!
