Cecilia has millennia of history behind it, and Cecelia is a spelling error and a false etymology. Celia by itself is a beautiful name, but there's no point in splicing it on to Cecilia; none at all.
I like Cecy; I was at school with a Cyelle (pronounced Seal) which was her parents' variation of Cile, and though she was very nice I never warmed to the name in any spelling.
