Definitely a boy name; and his sister could be Annie.

I thought boy when I heard it.

I'm not a big fan, just because my sister's dog is named Oakley. I think it would be better on a boy, however.

I've seen it on a girl and I don't like it. It sounds more like a pet name imo.

Sounds too much like a dog's name to me. Or some sunglasses.

But I do second New_Chloe's Annie Oakley namesake being a plus. It would be a totally cool middle name for a girl for that reason.

I like it, I think it's cute. I think it might be nice on a boy too, but of course, with a namesake like the great Annie Oakley, it would be a fun girl's name as well.
