I think Jillian is a strong no-nonsense name that is perhaps a bit plain but it kind of reminds me of Mary or Anne. It is honest. I don't know, it is hard to explain...
Julia is feminine, elegant and classic without being fussy. It has the same feel as Elizabeth, Charlotte or Alexandra to me.
Juliet sounds whiney and too precious. I don't like that I never know how to pronounce Gillian (hard G or soft G...people seem to pronounce it differently) and Julie seems kind of dull and dated to me.
