Where I live, far away from the geographical Dakota, it's a vacuum cleaner.
I strongly dislike it on either gender.
For a girl, it sounds like the parents were trying really hard to come up with something unique, but failed.
I can also see how it might come across as ignorant toward Native American culture to name someone this, since it's a tribe name rather than a human name. It's along the lines of naming your child Ireland or Filipino.
I would say the naming style is modern androgynous.
For combos, I'd suggest pairing it with something clearly feminine:

Dakota's one of those faux cowboy names I don't like at all. It brings to mind a girl from a very lower-class family.

The only people who name their kids Dakota in my area are the messed-up druggie families. That's what it seems like, anyway. I agree with it being faux-cowboy, and I also think it is insulting to use it if you have absolutely no Native American heritage.

I really, really don't like this name. Period. I know of a little boy named this and a little girl. It just doesn't fit them and it is definitely NOT a part of their heritage.

I like it a lot for both genders. I've met three girls named Dakota and they all had blue eyes, blond hair and were smart and friendly so that's the kind of person I think of when I hear the name.
I would say it's a trendy name but I still like it.
