I love the name Scarlett. I immediately associate it with Gone With the Wind, since I'm a fan of it, but I don't know whether or not others would. I think it's now been used enough that at some point it won't solely be associated with the character, but it doesn't seem to me that it's too common.

In the book, it is never said that the Katie part of Scarlett's name is short for anything. It's just Katie. It's mentioned that she's named after her paternal grandmother, whose first name was Katie and whose last name was Scarlett.
