It's one of those surnames that never goes away! I know women in their early 30's to toddlers named it and in various different spellings.
It's like the Kaitlin/Katelynn etc.. situation in terms of saturation and spellings, although Haley is obviously traditionally masculine by default.
Having known so many, I have various associations but most are not pleasant. As far as surnames go it is one of the examples that least annoys me but that might be more to do with familiarity and long exposure.
