The first time I heard this name on an actual person was a few years ago on field placement at a primary school. Cicely was a gorgeous little six year old. Sweet, kind, pretty, considerate, softly spoken and intelligent.Her name stood out to me amongst the Madisons, and I've liked it ever since. It's not a favorite, but I think it's cute, and a little different.
