I think it's usable and have never thought of it as dated. I know a Billie who's 8, and even before her my first association for the name is Billie Piper, who's quite a wee way off middle-aged yet lol. I'd prefer it as a nn for something else (Willow, Willa, Wilhelmina, etc), but I think it's fine.
