I think it is usable. I babysit for a little girl named Billie and there was also one in my high school. Lily, Millie and Tilly (as a nn for Matilda) are all used around here so Billie doesn't seem too out there.
I prefer it as a nn for Wilhelmina though, but I do think it is pretty cool on its own
