I think it's kind of tacky. It's not too tacky though. I mean, if I knew someone named Ever I would get used to it very quickly. And I think the general public would find it kind of neat.
I have heard of it being used more than once though, so yes, it may be getting more popular.
It certainly doesn't sound like Eva in my accent, because to me Eva is EEEEE-va and Ever is EHVVVV-uhhrrrrrrrrrrrrrrr. But I can see how it would be confusing in a lot of other accents.
