I do feel it's a girl's name, and it make me think of the actress Ione Skye, but I am from the hippie capitol of the universe and I have known a lot of guys named Starr. I suppose you could make the perception of being a girl's name change if you used it for a boy. Robin and Ashton managed to be turned into girl's names, and Starr was turned into a boy's name, so why not?
