I think it can be a nickname but it's also nice on its own. My favorite name is Adelaida nn Ada. I like Ada on its own but also as a nickname. Same with Mina, I like it on its own but Wilhelmina nn Willa or Mina is nice as well.

I don't particularly care for Mina, but it isn't bad. It does have a nn feel to it. It could be a nn for Minerva or Wilhelmina.
