It depends on the name. Leslie just made its way out of the top 100 and I don't think it will come back anytime soon as it feels a bit tired and needs a break. Most people are also sick of it so I would say it is pretty safe to use Leslie as it will continue to fall and will probably be out of the top 300 in 5 years or so. It is dated and not stylish anymore, the same goes for names like Ashley, Lindsey, Brittany, Chelsea and Danielle.
But there are also several names that are out of the top 100 but feel fresh and new, such as Charlotte and Ruby. I wouldn't use those as they will probably enter the top 100 in a year or two.
Generally I wouldn't use any name that rose quickly on the popularity chart in the last couple of years. That also goes for Evangeline even though it hasn't even entered the top 500, it just rose way too quickly. But I would use Daisy which is number 140 or so but it isn't rising anymore and never rose too quickly.
