Isabel Cecily is very pretty, though Cecily Isabel would be prettier. It's a very soft-feeling name, either way.
I think people will spell it Isabelle and Isobel sometimes, but Isabel is the most common spelling (and I like it the best, I think), and people will usually get it right. By the way, where do you live that Isobel wouldn't fly? I'm in the US and know an Isobel, and it works out fine for her.
Have you heard the song Isabelle by Gregory and the Hawk? I've been listening to it (and "Boats and Birds") a lot in the past few days and it's making me really warm up to the name. (Not the spelling, though. Isabel is lovely and intriguing and medieval-feeling, Isabelle is froofy.)
