Personally, I have always had a soft spot for Phineas, and I think Scarlett and Phineas make a great sibset. That said, I can see the appeal of Barnaby, though I'd worry about the potential for the "Barney" nickname. While I'd chose Phineas personally, either option is a good name, and I'd just go with what you love.
