Rousseau makes me think of Danielle Rousseau of Lost before Jean-Jacques...which is, um, kind of sad. But: I love philosophers' names (I don't know how they do it, but they always end up with some magically awesome last name), and I thus like the name "Rousseau".
As for Rossetti - there seems to be a family of Rossettis who were poets, authors, and painters, but they seem a bit obscure, so the association doesn't work quite as well for me as "Rousseau" does. It's not quite my style - I think I don't like that it ends in an 'i'.
Regarding gender: Rousseau I would use for a boy (nn Ross or Russ), and Rossetti I would use for a girl (nn Rose or Rosie).
