I love Theodore. It's one of my favorite names...sounds warm and distinguished at the same time.
If I met a Theodore, I would address him by however he was introduced to me, or whatever he told me to call him. I would do that with anyone. I would never automatically "nickname" someone if they were introduced by their full name. I think that's rude.
(I do love the nickname Teddy for a baby and little boy. It's one of my favorites -- but like I said, only for a little one! It's one of those nicknames that a boy quickly outgrows, in my opinion.)
