Yes, users certainly can submit new names. The form you need is available at http://www.behindthename.com/submit/submit.php. This is also linked from the behindthename front page, on the left under "Other."

This won't add your new name to the "permanent collection" as it were, but if a user searches specifically for the name you added, he will be directed to your entry.
