I personally love Horatio. It's been in my top five/ten for awhile now and is something I plan to use in the future. It has the noble feel of Charles or Edward, but isn't as popular.
As a first name the best nickname I can think of is Ray, which is a family name for me and a big plus. Horatio would also make a wonderful middle name.

I think it sounds too prissy, very "posh"... someone with this name would definitely get laughed at where I live.
It makes me think of Horatio on CSI: Miami, who- I think- is a complete doofus. Which is a shame, because I do like the name. Though the nn possiability isn't the best.
I like it and although I wouldn't use it as a first name myself preferring it as a middle name, I think it fine for someone elses child
