I like Valentine a lot. It's romantic and sweet in a lovely pure way; sugar, not saccharine. I don't think of it as Victorian because completely lacks any "think of England" severity, and I haven't watched much Cowboy Bebop so Faye Valentine is not that compelling to me.
Because Valentine is so precious, I think I like it best paired with something a little down-to-earth and not so frilly.
Of the ideas you have, I like Shani Valentine best. Mira Valentine and Clare Valentine are nice, and Rose Valentine is very sweet.
