Toby on a girl is one of my favourites - I've got in on my PNL (and I don't think it needs to be short for anything, even though you didn't ask that lol). Until I met a guy Toby, I always assumed it was a girls' name - watching Thomas the Tank Engine when I was little I actually thought that Toby the Tram Engine was a girl tehe.
From your sibset, I like Jospehine and Eliza-May, I think the similar sounds in Josephine and Thomasina make Eliza-May seem kind of left-out (I much prefer Tamsin to Thomasina anyway). As far as the middle names go, I kinda like the theme, but the names in themselves I don't like - Love is OK though.

Only as a nn! Toby sounds a bit butch to me, even for a tomboy. But it's still quite cute, so it's useable I guess.

I think Toby is cute for a boy as a nn for Tobias or Tobiah. I really don't like it for a girl, it's cute, but I find it too masculine.
I'm not fond of names like Love, True, and Freedom, they're just too frilly imo. Thomasina and Eliza-May are okay and Josephine is pretty.

As a nickname, sure. As a full name, it doesn't do it for me. I think it'd be a neat nn for Tabitha.
The sibset is pretty nice, though I'm not fond of Eliza-May Freedom. I think it's mostly the Freedom part--it brings up images of neo-cons for me. :-/
