I pronounce it zha-ku-LEEN (almost zha-KLEEN, with just a hint of a second syllable) when I have a choice. If I knew someone who pronounced it with the emphasis on the first syllable, I'd probably say ZHAK-e-lin. I could force myself to pronounce it with the "J" sound if it mattered to the person, but I don't like the sound of "JACK-e-lin", so I'd rather not.
