I think it works better as a mn, at least with the mn's you've suggested. Bailey Megan-Rose is just too cutesy, and Bailey Eliana is a tongue-tangler of l's.
To tell the truth, I liked Bailey, mostly for a girl, for about five minutes, then it passed. Now it seems that ever other person I meet who has a dog has named the dog Bailey. So I tend to think of it as a pet's name.
